Zhang Baoqing, male, Han nationality.Zhang spent several years serving in Hanzhong. He was commissioner of the Hanzhong Prefectural Administrative Office and later secretary of the CPC Hanzhong Prefectural Committee. In 1996, he became a standing committee member of the CPC Shaanxi Provincial Committee. The same year, he became Vice-Minister of the State Education Commission.
He was appointed Vice-Minister of the Ministry of Education in 1998.
